Until 2004, students had to pass an exam to enter secondary school (scuola secondaria di primo grado), which involved writing a short essay in Italian, a written test in mathematics and an oral test in the other subjects. El análisis del caso de la Universidad de Aysén presentado en este trabajo permite describir y comprender algunas de las dificultades que tienen las universidades regionales en Chile en relación con su territorio y su impacto en el desarrollo local. Este problema, que muestra la desigualdad y debilidad del sistema educacional chileno, aparece continuamente en diversas evaluaciones nacionales e internacionales. Nuestra tesis es que estas dificultades son una de las tantas expresiones de la persistencia de un clivaje centro-periferia manifestado en una insensibilidad territorial o paradigma centralista en las políticas públicas en Chile, las que se han orientado hacia respuestas homogéneas y centralistas frente a las distintas necesidades y realidades territoriales. Esta situación ocurre independientemente de la orientación política del gobierno (democrático o autoritario) o de la preeminencia de la planificación estatal o de mercado como regulador del sistema.

El análisis del caso de la Universidad de Aysén (UAY) y su proceso de gestación (2012-2016) (Rivera, Rivera-Vargas, y Alonso, 2016), permite conocer algunas de las dificultades que muestran las universidades regionales en el sistema universitario chileno para vincularse e impactar en el desarrollo local (OCDE/BM 2009; CUECH 2016; Jiménez, Lagos y Duran del Fierro 2012). Las restricciones en su estructura de financiamiento (OCDE/BM 2009) y las dificultades (o falta de incentivos) para vincularse a su medio (OCDE/BM 2009), aparecen como las principales limitaciones.
